Is it G1

And btw, Slaughtermaster, in Energon the Terrorcons had beast modes, unless instects, panthers, eagles and dinosaurs/lizards don't count as animals.

MP thought there were no beast modes for the Autobots in Energon.

Oh. Okay.

Is it's color scheme any primary color?

Ok, here's a tally of the questions so far, i haven't had a chance to answer any.

1) wheels in either mode? Yes.

2) g1? No.

3) fly in alt mode? No.

4) d'con? Yes and No. it is aligned with the Decepticons, but technically ISN'T one. Wow, big hint.

5) Is its color scheme any primary color? Yes. I realize this doesn't help, but you are only allowed yes/no questions, and technically, you did ask a yes no question. Unless...and i just realized this mid-sentence... are you asking about the primary colors of red/yellow/blue? If that is your question, the answer is NO.

4 down, 16 to go - here's the tally:

Our mystery bot:

1) Has a wheeled alt-mode.

2) Is not G1.

3) Cannot fly in alt-mode.

4) Is aligned with the Decepticons, while not BEING one.

5) (let's leave this blank til I better understand MM's question.)

primary colors are red yellow and blue btw

is the character from a japanese series (r.i.d., a/e/c)?

EDIT

fixed primary colors, my bad, had a brain fart

I did indeed mean Red/Blue/Yellow.

Is the character mostly black?

I'm throwing out a guess based on his allegience and him not being G1.

Armada Sideways.

Does the character have only four wheels?

Buddykiller - your question's hard to answer - those shows were dubs of japanese shows, yes, but when i think of "japanese shows", I think headmasters, masterforce, victory, etc. Rephrase?

MM: is the character mostly black? No.

Slaughtermaster - It is NOT from Armada.

Buddykiller - YES, the show this TF is associated with is from RID/A/E/C, somewhere. But, along with Slaughter's question, it's RID/E/C. No A. :)
