I think they're introducing experimental Decepticon code into their systems. They're special because they're twins apparently.

That part I don't know...I've just got this page to go off of.

 

If I had to guess, I'd say the experiment the (severely damaged) Autobot twins are about to undergo creates "Safeguard" and is based on some intercepted Decepticon tech.

I believe what they're saying is that they didn't realize that the one guy was actually two guys. Sounds like they captured Safeguard and realized that he was actually Jetfire and Jetstorm (or whatever they would have originally been called).

 

As for the code thing... I'm unclear as to why Autobots would be programming anyone with Decepticon code. But then that's what happens when you have no context, I guess.

I didn't know what order the freaking pages went in, I just read until I connected enough pictures and dialogue.
