He does have MP-02, it's the one in the armor.

Why is the front of the upper deck so low?

I mentioned that over at Transtopia. The struts that connect the arms to the body are too short and won't allow for enough clearance for cars to fit on the lower deck.

I always wondered why noone would ever think to make the arms slide up and lock into place for the trailer, and then slide back down for the armor mode.

Because, if you did that, the arms would still end up in front of the body, not to either side.

No....the arms just wouldn't be as far back, and you'd still have full heighth in trailer mode

No, they would end up in front of the torso. In order for the arms to be on a sliding strut, the strut would need to be attached at the back of the chest piece, which would be the bottom of the trailer. That wouldn't provide enough support. It simply wouldn't work. The struts have to be mounted to the sides securely, all the way up to the top of the lower deck and extend up from there. Thus, the arms would stop at the top of the lower deck and thus would still be in front of the chest in armor mode.

you arn't following what I'm saying

Yes, Op, I am. And I am teling you is won't work because the arms can't slide all the way down to the sides of the chest piece. They would stop at the top edge where the deck and sides meet. They couldn't slid down past that point, and thus, would be in front of the chets, not to either side.
