There's no "maybe" when it comes to the Dinobots. They're definitely earth-born. That's the reason why they were chosen to go to Cybertron and get more Cybertonium for the Autobots.

 

Also, the Combaticons' bodies were made from earth vehicles, but their personality components came from Cybertron, where they had been de-bodied and imprisoned.

 

Also to get really fanboyish on you, Autobot Spike's parts came from Cybertron, but his personality came from Spike. As for Nightbird... I couldn't see her doing that well at a press conference. :tflaugh
