That like when you ask your mum for this toy that your really really really REALLY want and she says "Maybe next time". All it means is "No, but I know you'll chuck an embarrassing fit if I say that"

Seriously, that would be a copyright/trademark dilemma. The person would probably want credit for their concept, and Transformers is a registered trademark of Hasbro. And Bay is presumably operating with some sort of license from Hasbro to make the film. I'm not saying it's impossible; just highly unlikely. Unless they did some sort of contest like "Design a Transformer!!! Your idea could be in the next film!" But that's unlikely to happen anytime soon, either.
