How much is he different from Starscream?

Quality wise he is much sturdier.

Paint wise Skwarp wins hands down. Glossy and smooth finish.

 

That's only because Starscream's green isn't painted, it's the color of the plastic. So I take it the die-cast content is the same?

Yes die-cast content is the same. Skywarp's black is also the color of the plastic, not painted on. Just finished with a gloss top coat.
