yes, he did mean to come to earth. he knew the location of the allspark. it's in the prequel comics. also, no, megatron didn't have a protoform mode, and he paid for it as well,

hence being thrown way off course and not having enough energon to transform and save himself from the ice.

 

 

basicly, the protoform not only shields the individual from heat, but all sorts of interference as well.

had megatron assumed a protoform mode, it's very likely that he would have gained control of the allspark

 

Megatron was too arrogant to assume a protoform mode and he paid for it by crashing into the artic. His arrogance and over-confidence was his only weakness.
