i think it adds a bit of true realism to the movie. bay bitched and bitched about realism (in a movie about alien robots from outer space that transform) and at least this does add a bit. it might be a part thats unrepairable, much like our own voicebox.

it's not that he can't talk, it's just extremely painful for him to speak. he says something to spike near the end of the film :tftongue

do autobots even have different functions, anymore? i was under the impression that they were all loyal little soldiers that could shoot things and that was it.

I really don't know anymore. I could always understand bumblebee not having a gun, because he wasn't the bot that fights. he was built small to be quick and sneaky. I like mirage being retconed into his partner by classics. That makes sense. He has sabotage, and he can fight if bumblebee gets caught or whatever.

 

But wait... ratchet can't do repairs anymore?
