I think that Megatron assorbed just enough radiation from the TM2 Driver for the mutation to lay dorment in his system, but not cause an outright change, the energies were released when his body came in contact with Megatron's Spark and the lava.

Even though the toy is a TM2, there's never any indication given that he exhibits any qualities of a TM2 on the show. I mean come on, he isn't even asymettrical.* ;) I think his change was brought about solely by G1 Megatron's spark, as evidenced by his sudden desire to hatch grandiose plans that fail at the last minute. :thumb

He has techno bits everywear.

to clearify my previous point, Hasbro probably originally intended for Beast Megatron to become a TM2 the same way everyone else did: as a resault of Beast Megatron's experiments with the TM2 technology(which are mentioned in the bios). when it came time to introduce him into the show, Mainframe probably decided to change TM2 Meg's origin by having his upgrade be the resault of bonding with G1 Meg's spark and make him a stronger counterpoint to Optimal Optimus.

They said he was intended to be a counterpart to optimus but it seemed to me that he was more so tigerhawk's enemy/rival rather than optimus (i.e. remembering bw/tigerhawk commercial "awsome TM2 battle")

 

the toy disapointed me the most..i wanted him at optimus's height, with as much gimmicks/alt modes etc. Though the dragon idea was still pretty cool.
