If that's true, that's stupid. I still here people use the term wheel jack when they want to change their tire. When ever I here Wheeljack's name I Immediately think of the tool you use to lift your car.

Why isnt anyone asking the question when did downshift get a power up from a minicon to a full fledged autobot?

It's because Wheeljack was already used in Armada as a Decepticon. Since Energon is a continuation of Armada, it wouldn't make sense to have an Autobot with the same name as a Decepticon.
