I use a free one called "Gif Construction Set" You make all the images, either gif or jpgs, gif's preferably. Open the program. Go to file, Animation Wizard. Click through the first few options. I always pick "Match to first pallete" for colors, and decide how long you want the delay to be, this can be played with later anyway. The next screen is to pick the images, select them in the order you want them to be played. Oh, one of the options was loop or play once, but you know that? Ummm, hit the play button to watch. If you want to delay a given image, go to the "control" button right above it and increase the delay. Then save it off.

 

If you use a different one, I'm sure it'll be similar, but I've used this one since I was a baby :D

Flash works well if you know how to use it. It's a bit harder to figure out for a begginer, and I didn't know your level of skill in that area.
