I am certain its Soundwave it has G1 Soundwave's legs and shoulders. Overall the drawing looks like a cross between G1, MW/U, and WW Soundwave. The only question is what is his alt mode.

i hope (if it is soundwave) in the cartoon he has a voice like the original

damn if only the words were bigger! but it looks like a One word name.. so soundwave isnt out of the picture!
