Part 2:  Who died and made them the Galaxy Judges?

 

Ok so in the movie, we are introduced to them being judges.  Is there some higher court system that we are not fully aware of?  Quintessa seems awfully small to be the home world for a race that had 4 million years to grow.  And yet that ½ wild planet gets blown up with little trouble at all.  What if Quintessa was a vacation resort, to get back to nature, with natural wild Transformer monsters lurking around.
