I suspect from looking at the pictures that his bumper bits are actually attached on a swivel so they'll be able to fold down. But that's just my speculation.

That second pic looks like some just turned his upper body and feet around. I did a similar thing with E-Wheeljack to make his legs look better. I say this because his knees look backwards now. I'd have to look again at his hips to see if he has a Meister-like leg transformation.

 

I guees we will have to wait and see....

I wouldn't mind seeing a height comparison of Prowl with the Mustang or Viper. I've been trying to estimate how tall Prowl is and my recent conclusion is that he's about the same size as them, or perhaps half an inch taller than Meister.
