you can blame General Douglas MacAuthur for that. he had that clause written into Japan's post-WW2 constitution as an added humiliation.

the japanese are not open about sexuality in a western sense (any sense?) at all.  The problem of young girls gettin their @sses pinched by old men on trains got so bad that they had setup separate cars some times.  The problem was that the girls were so ashamed to admit they had been accosted they just stood there and let it happen over an over again.  Sexuality in japan is far from open, although it may be prevalent in pop culture and advertising.
