The only similarity I see between the Infiltration Megs, and the Titanium one is the head...

ah, so you're talking about his facial expression

 

that's kind of a tricky thing to pull off, though.... and I don't know how many people would really want to see a perma-grin on any Megatron that wasn't BW Megs. Something like that has the potential to look really goofy. I mean, look at the Alts from different angles and it looks like their expressions are different. You'd hate to have a Megatron that looked like he had some dumb@$$ smile on his face.
