The original character design of Optimus Prime had a mouth.  (quoth the raven, Nevermore :tfevil ).  It was just shortly before the production of the cartoon that the faceplate was added.  Obviously a lot of the Transformers product was getting ready to go to have a simotaneous launch with the cartoon to have product on the shelves in conjunction with the cartoon release.

Another possible, but less likely, explanation would be the since it is a children's book and Transformers as a product was introductory and not established, a mouth was simply added for greater emotional access by young kids.  A small child who is reading a book of brand new characters may possibly be intimidated by a character with no mouth; no emotional attachment and connection = product not sold.

Those would be my two proposals.

That being said, I loved this guy's work as a young boy (5-6 yrs old), I still have my books of his work, and ironically, this guy's work remains some of my favorite Transformers art today ("wait a minute! You mean you like artwork that's not boxed-figure, Americanized anime?"  response:  "Yep, I like it all.")

As an art student defending himself with work like this, its the classical style. These are from the days of good hope, when every chapter ended with a smile and a "ROLL FOR HOME!"
