Actually, I believe that the rotor blades reach almost to the ground; at least to mid calf. That still places his height somewhere between 35'-40'.

 

going by the comic art of the first issue of the adaptation, the lower blades barely reach his ankles

Which definately fits to the 35'-40' height range for Blackout in robot mode.
