Why didn't Scorponok come wit any energon weapons?

scorponok isn't a terrorcon, he's a decepticon. the terrorcons are just the basic sized decepticons. and the basic toys are the only ones that come with an energon chip, and energon weapons.

But only the basic size toys come with the energon chips, and the energon weapons. and as of Megatrons return, he's a decpticon.

He DOES have Energon weapons, namely the smokestacks/cannons next to his cab. They can be removed and placed on Minicon-ports and in the Energon holes/handles, whatever they are called.

Scorponok was created (in the dub, it's stated he was "brought back", though that was sort of an add-lib) by Alpha-Q. He was created to become the head commander to the Terrorcon troops, so yeah, he can be considered a Terrorcon. Now, if you've seen the past two episodes on Energon, MEgatron was brought back, and he beat Scorponok's butt, and turned him into a Decepticon.
