Why would they use FOC Shockwave as a placeholder? Why wouldn't they just use a black silhoutted figure like all the others? Nonsense. Poop on a stick as far as I'm concerned.

As I said FOC Shockwave is not a placeholder, that is Arms Micron Shockwave, the Micron gun in vehicle mode is proof of that. Also Japan did not get the WFC videogame, and will probably not get the FOC videogame, but Takara still wants to use the molds, so FOC Shockwave may not be the only figure from the 2013 Generations line to get the Arms Micron makeover. Also since WFC/FOC is pre-Prime continuity (according to hasbro) that is why these figures may not show up in the United toyline, but instead in Arms Micron.

Also look at it this way, there's not a chance in hell that we're gonna get 2 new molds for Shockwave within the same year, lol
