The problem is this, Cybertronian Tech couldn't have advanced comparatively much in the 20 years between shows, especially in cybernetics. I mean this is a multimillion year old civilization of spacefareing robots.
When Jessica in Return of OP gets squished, they have her on her feet so fast nobody had time to tell her genocidal father. Chip was rolling around in Wheeljacks workshop for Primus' sake. Nobody thought to ask.

Well, I assume the "Autobot X" incident put them off human/Cybertronian tech intermingling for a number of years, until, oh, I don't know, Blades or someone showed up and could perfect it.

All right then, here I go:
The Autobots were naturally reluctant to share their technology with humanity at first, given that they knew little about Earth or human culture or history. Learning more about this did nothing to allay their concerns. However, in the intervening years between 1985 and 2005, the presence of the Autobots led to a significant reduction in worldwide conflict, giving rise to the Earth Defense Command. This global military force was then entrusted with Cybertronian technology, as the Autobots and humans increasingly worked in tandem to provide security for the entire planet. Over time, certain elements of this technology were sold or licensed to private corporations, for use in medical or commercial applications. Unfortunately, by the time such technology became available to the public, Chip Chase had died in a horrible computing accident.
