Gov. Schwarzenegger has proposed a temporary one-cent increase in the state sales tax for the next three years in exchange for long-term fixes he believes would solve the state's perennial budget woes, several sources familiar with the negotiations said Monday.

The governor's proposal comes as he and lawmakers are 35 days into the fiscal year with no approved spending plan.

Schwarzenegger has said he opposes tax increases, but was willing to consider all options to close an estimated $15.2 billion shortfall in the $101 billion general fund.

The state sales tax is 6.25 percent, but most counties have local tax additions, such as those for transportation projects, that drive the actual sales tax rate to 7.25 percent or higher. A one-cent increase statewide would raise $4 billion to $5 billion a year, based on $29 billion in sales tax revenue expected in the current year.

The governor basically framed his sales tax hike as a temporary sacrifice to be recouped in subsequent years, multiple legislative sources said.

Specifically, the proposal would raise the state's sales tax rate by one cent for three or four years, then drop the rate even lower than the current rate, perhaps by a quarter cent, for enough years that consumers would recover their losses, the sources said.

Aaron McLear, Schwarzenegger's spokesman, declined to confirm or deny the report Monday in keeping with his practice of not discussing closed-door budget talks involving legislative leaders.

"The governor has been pushing for a compromise between legislative leaders, and budget reform must be part of any agreement," McLear said.

The governor's sales tax proposal appears to put him squarely at odds with his own Republican Party, which consistently has argued that the state has a spending problem, not a revenue problem.

Democrats are not certain to embrace the sales tax hike, either. Critics argue that sales taxes are regressive, meaning that the greatest impact falls on low-income Californians.

The long-term budget fixes that Schwarzenegger wanted in return for a sales tax hike would include a system to save revenue in a rainy day fund during good years to bridge budget gaps in down years.

For those of you who were in California back in 1990, remember the TEMPORARY sales tax hike they did to cover quake damage and retrofitting for the Loma Prieta quake? That was temporary too... BUT they added a loophole that if there was a budget emergency they'd make it permanent. Lo and behold, in the 11th hour we got our budget emergency and that 1% is still with us today.


So for us in California, prepare for a PERMANENT tax hike... again. sweatbead.gif

well I had this whole paragraph on states govts but I replace it with that. the short version. if the state govt would do that I'd be all for it since it would encourage other areas of the country to compete. when you support legalization of drugs, prostitution and more competition. you are on the path to being a libertarian.

Our 4 percent state sales tax rate is somewhat lower than the national average. More states fall into the 5 - 6 percent range. Five states do not have a state sales tax - Alaska, Delaware, Montana, New Hampshire and Oregon. California's is the highest at 7.25 percent.

You know what's funny is that the SacBee article says our tax is still 6.25%, yet it's listed on national tax tables as 7.25%. So that "temporary" earthquake tax I mentioned still seems "temporary", even if it was supposed to expire 9yrs ago.

And I agree, California sucks ass.

I live in Washington State, and our sales tax is 8.61%, so I don't see how California has the highest in the country.

Its the same on this side of the hill too. Some places are as high as 8.9%

I remember when I was moving back up here to Washington for the first time as a grown man cause I got a job with Boeing and I was all smart and stuff...people telling me "Oh yeah its sooo much cheaper here in WA. vs. CA."... Got here and WA. kicked me square in the nuts and laughed best joked ever pulled! Oh well thank gawd for fast affordable pc's and internet now.

Why won't people understand that you have to PAY FOR THINGS THAT YOU SPEND MONEY ON? Roads, wars, public healthcare, the extermination of ManBearPig, these things all cost money. Taxes are where that money comes from. And if our dollar is devalued to the Nth degree, such as it is today, then MORE MONEY IS REQUIRED. Thus, higher taxes.

I'm just flabbergatsed that California has a Republican governor who is pro-environment and ZOMG sees the need to raise taxes. Better watch out, Mr.Governor, pretty soon you'll be the "Tax-And-Spend-Republican"!

Taxes are where that money comes from. And if our dollar is devalued to the Nth degree, such as it is today, then MORE MONEY IS REQUIRED. Thus, higher taxes.

Part of my sales tax is going toward reducing property taxes. All this "don't take my money" stuff is so 150 years ago.

wait wait so the state pays for the roads? I know some people who argued that for a few pages in another thread.

one could also say that lower taxes would encourage consumers to spend more and cause the overall tax revenue to rise without increasing taxes.
