The US House Of Representatives are nearing new legislation to a vote to tighten rules for toys. Included in the legislation is mandate for 3rd party testing on toys, the banning of several types of chemicals used on toys and broader authority granted to the Consumer Product Safety Commission. The White House is against some of the measure, but has not threatened a veto.
The main controversy is the banning of phthalates, a chemical used to soften vinyl. Lab tests on rats has shown to cause reproductive problems for males while stimulating early puberty in females. However, phthalates are "an everyday essential" according to those in the industry. The legislation is in response to the numerous recalls in the last 2yrs.
