Because reform-minded people have been pushing for public financing, so that any candidate seeking election would be able to compete equally, without being hamstrung by a lack of corporate / special interest / lobbyist cash which his/her opponent may have at his/her disposal.
However, there have been ways around public financing restrictions ever since the system was implemented, the most recent example being the "527" groups created by the McCain-Feingold campaign finance reform bill.
Obama is going back on a pledge he made to compete with public funds, if his opponent were to do the same (which McCain has done). But there is an argument being made by the Obama people that he is not violating the spirit of campaign finance reform, his donations have largely come from individual contributors and not the "big money" people.
