Is seems from the article that Sinn Féin is the main antagonist here. Sinn Féin bing the political metamorphosis of the IRA. I mean they haven't been in the business of diplomacy or submitting to the will of authority for long and with the reconciliation being so new perhaps they aren't quite ready to swear fealty to yet another master so quickly.
