New laws in W Virginia and Colorado are taking aim at parents who are behind on their child support. Within 3wks in W Virginia, and by July 1st in Colorado, laws will be in place requiring casinos to report and garnish casino winnings. These laws are facing heavy opposition from the casino operators, who are saying they are being saddled with burdensome requirements and have no way of guaging winnings. Proponents say deadbeat parents use casinos to make money without having to report it.
