LM, that's true. People will abuse the system, regardless of what system's in place. Apparently the limited public system in the States suffers from similar problems as ours. All things considered, knowing that people are going to abuse it either way, I rather have the one we use up here then the one you guys have.
It's just kind of disheartening to see a well-meaning, well-funded program not work to its potential because of the people who abuse it, and thus clog it up.

Human suffering aside, the fact is that people will abuse any system. That shouldn't be the deciding factor on whether or not you have one.
But it shouldn't be completely disregarded. You have to weigh ease and frequency of abuse with how much actual help is taking place.

There isn't any program where some people can't game the system. It just seems short-sighted to deny the vast majority of people that won't abuse the system, just to make sure that the few can't do that either (as long as the people abusing the program don't cost a shot-ton of money).
