Ya guys here noticed that he NEVER speaks, and always represented by his aide. What's the issue?

I doubt it's that, since they have to pay someone to voice his aide, you could cut the aide character all together and pay someone to voice the mayor instead. No one would miss the aide, so it's got to be a stylistic decision of some kind.

Also, Snarl and Swoop are so much cooler because they do not speak.
No, I think you'll find the Mayor is a cyborg, while his aide is a robot. How else do you explain that almost telepathic link?

The aide is the REAL mayor; the little old guy is just a decoy to foil any would-be assassins.

Actually, it could be to lack of money. TFA staff mentioned that 1 voice actor can do up to 3 voices in a particular show without paying them extra. If they do more than that then they have to be paid more. They have voice actor for BA and voice actor for Sari. So unless those 2 female voice actors did/doing other voices, I believe they each have room for more voices. While male voices may be spread too thin already.

If that were the issue, they'd make the mayor a woman. I think they're doing it for a reason beyond budget...even if someone on the show just "thinks it's cool", it's probably something other than money.

Y'know, I think they should go more of the route they did with Morn on ST:DS9 for comic effect. All the characters mention how talkative he is but every time he tries to speak on camera he gets cut off by someone or something.
Or Maggie in that episode of the Simpsons.

Then why not just make the aid character the mayor and cut out the guy in the tux? It's a stylistic choice to keep the mayor speechless.
