If they wanted to make it look cartoony... umm... make it an animated movie? Even CG animated (as with the last TMNT movie)? The thing with live action is that you're photographing live actors who look horrifically out of place in blatantly non-photorealistic backgrounds. Some people may like this kind of contrast, others may not. From what I've seen, I can't say I'm a huge fan of it, but I might change my mind about it later... I don't know.
The difficulty with CG effects has been trying to make it look more and more photorealistic and I personally don't like it when it starts looking too cartoonish.

Thankfully they fixed this in the DVD.
But hey... they do use this intentionally cartoonish style of CG w/ live actors in a lot of music videos... so who knows. Ultimately I'm reserving final judgement until I see it - ultimately we will all either:
a. Like the story and effects
b. Like the story but not the effects
c. Like the effects but not the story
At the end of the day, it's the story that really matters. As the Matrix sequels taught us, fancy effects means nothing if your story is crap.
