Its ROTF Megatron! He looks like his right arm was really damaged up, but his left is a really big gun. Also this could be fanmade and does look kinda "weird", but thats what we all said about the old movie Megs concept drawing, and that turned out to be real!

He looks different, yet still noticeable from the first film.

This looks like someone shopped Jazz's sword to one side, Frenzy's arm to the other side and tank treads from Brawl to the concept art of first movie Megatron. I highly doubt this is real.
